マーケットプレイス出店方法

こんにちは。サブでマーケットに出店をしようと思って作ったのですが
やり方が変わってしまったみたいで

ストア作成　を押すと

To create a store, you must:
• You have a payment method on file.
To add or verify payment information, visit the Billing Information page.
• Use your payment method for a transaction.
Transactions include making a Marketplace purchase or a Linden dollar (L$) purchase on the LindeX.
•You must agree to the Second Life Marketplace Fee and Listing Policies.
I agree to the Second Life Marketplace Fee and Listing Policies

If you have completed all of these items, you can proceed to creating your store.

この画面になり、 I agree to the Second Life Marketplace Fee and Listing Policies
の下の四角にチェックをいれておしても、
Not all conditions are met, please see below.

という　エラーがかえってきて…できません。

セカンドライフで、以前のように自由にマーケットプレイスを作ることはできなくなったのでしょうか？
RLの支払い情報、カード番号とかをちゃんとセットしないと
もうマーケットをつくることはできないのでしょうか？？

どなたか教えてください。＾＾；
